They’re rude and they talk down to you like they’re better than you and they do t make it easy to make the payment either. I guess they want to make sure they can charge you every fee possible wouldn’t be surprised if they charged us just to breathe 🙄👎

Scam artists. Will do everything they can to get more money out of you including lying about processing your payment and not taking your payment so it appears as "late". Staff are extremely rude. Please avoid at all costs!

They get 2 starts because the person on the phone was relatively nice. Got a new car went to pay excise tax, they charge convenience fee, credit card fee all them fees right. So the cheapest one was an e-check online. I noticed that it was taking some time for them to take out the money from my account, so then I got a letter that I entered the wrong account number but now they are charging me more fees for an invalid account number. My bill still not even due, I’m not late, it’s not a late fee or anything like that. So they just want to charge allllll them fees on poor people. Sad stuff.

They took over 3 weeks to process my excise tax bill, and because of it, I have been unable to renew my registration or my parking permits. In the meantime, I am stuck explaining to parking attendants that I am at the mercy of this absurdly slow company and the RMV... unable to avoid further parking tickets. Finally was able to pay this after half a dozen calls, 3 attempts to pay. First few service representatives were kind and attempted to be helpful- the manager was smug and dismissive.

About Kelley & Ryan Associates
Hello, Massachusetts residents! When you're managing your household finances, especially tax bills and other municipal payments, it's not uncommon to encounter various entities involved in the process. One name you might come across, particularly if you've ever had an overdue vehicle excise tax bill or parking ticket, is Kelley & Ryan Associates. It's important to understand who they are and what role they play in the collection of municipal revenues here in the Commonwealth.
Kelley & Ryan Associates is not a traditional law firm representing individuals in legal disputes, but rather a specialized company that serves as a "Deputy Collector" for many towns and cities across Massachusetts. For over 40 years, they have been working with local and state governments to collect delinquent municipal receivables. This includes a wide range of overdue bills such as vehicle excise taxes, personal property taxes, real estate taxes, boat excise taxes, and parking fines and penalties. When a municipal bill becomes overdue and passes the initial demand period handled by the town or city directly, it is often turned over to Kelley & Ryan Associates for further collection efforts.
Their role is crucial for municipalities, as they help ensure that towns and cities receive the revenues necessary to fund local services. They process millions of accounts annually on behalf of these municipalities, making them a significant part of the revenue collection system in Massachusetts. While their services are essential for local governments, interactions with collection agencies can sometimes be perceived as challenging. It's important for residents to understand their function and how to best navigate any communications or payment processes. Their mission, from a municipal perspective, is to streamline and enhance the collection process, providing innovative software and professional services to local governments.
Kelley & Ryan Associates has an office located at 630 Washington St, Boston, MA 02111, USA. This address places them in the heart of Boston’s downtown area, making it a centrally located point for various municipal and business activities. While they serve municipalities across Massachusetts, this Boston office provides a physical presence in the state’s capital.
Accessibility to their office in Boston varies depending on your mode of transport. For those using public transportation, the office is within reasonable walking distance of several MBTA stations, including South Station (Red Line, Commuter Rail, Amtrak, and Buses) and Chinatown (Orange Line). Various bus routes also serve the Washington Street corridor, making it relatively convenient to reach by bus. If you are driving, be aware that parking in downtown Boston can be challenging and expensive. There are numerous parking garages in the area, but it is advisable to plan your route and parking options in advance. While a physical visit might be an option, many interactions with Kelley & Ryan Associates for payment or inquiries are typically handled online or over the phone, given their role as a deputy collector for a wide array of municipal accounts. This broad reach across the state means their primary mode of interaction for most Massachusetts residents will be remote.

Unlike typical businesses that offer sales or discounts, Kelley & Ryan Associates, as a municipal deputy collector, does not provide "promotions" or "special offers" on the amounts owed. The fees and interest charged on delinquent municipal bills are generally set by state law and by the individual towns and cities. However, their primary "service" or "offer" to residents is the provision of accessible payment methods for overdue bills. They offer online payment portals, which provide a convenient way for Massachusetts residents to settle their delinquent excise taxes and parking tickets from the comfort of their homes. While a convenience fee may apply for online credit/debit card payments (e.g., 2.95% with a minimum), they also often offer e-check options for a lower fee (e.g., $0.50), which can be seen as a cost-effective way to pay digitally. It is always advisable to pay overdue municipal bills as soon as possible to avoid additional interest and fees, which are statutory and not within Kelley & Ryan Associates' discretion to waive as a promotional offer.
