Commissioner Clemens was by far the worst mediator/arbitrator we have ever worked with. He worked on a property arbitration award for 10 months!!! He only had to assign values to certain basic items such as cars and other household items. He completely ignored Nada, KBB and other reliable sources. All lawyers involved were extremely disappointed by his performance not to mention the fact he almost took a year to complete a simple task. I wish I could give him less than 1 star.
